May 14, 2007 To: President The Stock Exchange of Thailand Re: Changes of registration of the registered capital According to the resolutions of the Annual General Shareholders' Meeting for the year 2007 of Noble Development Public Company Limited (the "Company"), held on April 26, 2007, resolved the Company to decrease of its registered capital from Baht 2,373,912,825 (Baht two thousand three hundred seventy three million nine hundred twelve thousand eight hundred twenty five) to Baht 2,282,355,875 (Baht two thousand two hundred eighty two million three hundred fifty five thousand eight hundred seventy five) by reducing 18,311,390 (eighteen million three hundred eleven thousand three hundred ninety shares) authorized but unissued ordinary shares. The Company has completely proceeded with registration of the decrease of its registered capital to the Registrar of the Public Limited Company, Department of Commercial Registration, Ministry of Commerce on May 8, 2007.
